- frosting and decorator gel
You'll also need a miniature cupcake baking tin and tiny cupcake wrappers.
Bake cupcakes according to package directions, or use your own recipe. When cool, frost with bright colors that match your partyware. Then use decorator gel to draw puppy faces on top.
